What is it? An official MHESI letter confirming which Thai qualification level (e.g., Bachelor's, Master's, Doctorate) your foreign degree is equivalent to.
Who needs it? Anyone — Thai or international — who completed a degree abroad and needs it formally recognized in Thailand.

1. What Is This, and Do You Need It?

If you completed a degree or diploma outside Thailand, you may be required to have your qualification formally recognized before enrolling in a graduate program at Chulalongkorn University. Whether you need to go through the official government equivalency process (เทียบคุณวุฒิ) depends on where your university stands in recognized international databases.

Chulalongkorn University Requirement All applicants to graduate studies programs must possess qualifications in accordance with the Chulalongkorn University Regulation on Graduate Studies B.E. 2561 (2018), particularly Clauses 28 and 31, as well as any additional criteria prescribed by the program and the University.

Important notice: Should any information, document, signature, graduation status, or supporting evidence submitted be found to be false, forged, altered, misleading, or involving concealment of material facts, the University shall have the authority to revoke admission, terminate student status, and/or proceed with disciplinary actions in accordance with the Chulalongkorn University Regulations on Student Discipline B.E. 2568 (2025), Article 6 (3) and (4).

Do You Need to Submit Degree Equivalency (เทียบคุณวุฒิ)?

Check which tier your university falls under to find out what is required.

TIER 1 High Trusted University

Your university appears in the OCSC e-Accreditation database.

✓ No Degree Equivalency required. Your qualification is directly recognized.
TIER 2 Ref Trusted University

Your university appears in QS Ranking, EduRank, or uniRank.

These are internationally recognized ranking systems. Universities listed in any of these are generally accepted without a full equivalency process.

Degree Equivalency is not required — however, you must attach a Screenshot Evidence when you submit.
TIER 3 Unknown / Unrecognized University

Your university does not appear in any of the above databases — or your country of study is not covered by standard recognition frameworks — or you just hold only "You country Ministry of Education recognition evidence " without database listing.

✗ Degree Equivalency is required. You must submit a formal qualification equivalency application to MHESI (Thai government) before your degree can be accepted. See the full process guide below.

  1. Search your university at OCSC e-Accreditation → If found: Tier 1 (Apply by attaching the search result as supporting evidence.)
  2. If not found, search on QSRank, EduRank, or uniRank → If found: Tier 2 (Apply by attaching the search result as supporting evidence.)
  3. If not found in any database → Tier 3 —Degree Equivalency required

General Eligibility (All Tiers)

Important: The Degree Equivalency process only checks whether your qualification level matches a Thai standard. It does not re-verify that you graduated, and does not substitute for recognition by professional licensing bodies (e.g., medical, nursing, or teaching councils).
  • Your program lasted at least 1 year — short courses or training programs do not qualify.
  • Your institution and your specific program were officially accredited in that country during the period you studied.

2. Three Things to Know Before You Start

  1. One application = one qualification. If you want both your Bachelor's and Master's certified, you must submit two separate applications Request.
  2. It is free. The only exception is if a third-party organization charges its own fee to provide verification — you would pay that directly.
  3. Processing time varies. It ranges from 15 working days (previously reviewed cases) to 60+ days (first-time review, PhD, or cases needing outside verification).

3. Document Checklist

Every photocopy must carry a wet-ink "certified true copy" signature from you — the degree holder — on every single page.

A. The Qualification You Want Certified

  • Degree certificate / diploma + official letter confirming graduation
    Both original-language copy AND certified English translation required
  • Transcript (complete academic record)
    Both original-language copy AND certified English translation required

B. Your Prior Qualification

Certifying your Master's? Include Bachelor's documents. Certifying your Bachelor's? Include your high school certificate.

  • Degree certificate / diploma (prior level)
    Both original-language copy AND certified English translation required
  • Transcript (prior level)
    Both original-language copy AND certified English translation required
Translation rule: Any document not already in English must include a certified English translation stamped by a government agency, recognized translation body, or Thai public university.

C. Passport Copies

  • First page (photo page) of your passport
  • Visa page(s) for the country where you studied
  • Visa page for Thailand (required only if you are not a Thai national)
  • ALL entry/exit stamp pages covering your entire study period abroad
Lost passport? Provide alternative proof from the Thailand-based embassy of the country where you studied, your own country's embassy, or the Immigration Bureau Technology Center, Pak Kret, Nonthaburi — Tel. 0 2572 8681.
COVID-19 exception: If you could not travel due to the pandemic, submit an official letter from your institution explaining the shift to remote/distance learning.

D. Thai Nationals Only

  • Copy of Thai ID card (or government officer/employee card)
  • Copy of house hold registration (สำเนาทะเบียนบ้าน)

E. Name Change (if applicable)

  • Copy of name-change certificate and/or marriage or divorce certificate

F. If Someone Submits on Your Behalf

  • Completed Power of Attorney form with a 10-baht duty stamp affixed
  • Copy of the authorized person's ID card

G. PhD / Doctoral Applicants — Additional Documents

You must also include degree documents for both your Bachelor's and Master's (Sections A & B), plus:

  • Copy of thesis title page AND abstract
  • Copy of thesis (or part of it) published in an academic journal
    Or, if publication was not required: official documentation of your program's graduation requirements
  • If thesis-only (research-only) track: your complete original thesis

H. Distance Learning / Online Programs — Additional Documents

  • Letter from institution confirming official enrollment and course completion
  • Documentation of your institution's quality-assurance system for distance learning (e.g., student handbook, assessment policies, interaction mechanisms)
Graduates from India: Transcripts and certificates must clearly show: Roll Number, Name of Examination, Correct month and year, Center of Examination, Subjects offered, and Seat Number.

4. Getting the Application Form

Download forms from www.dqe.mhesi.go.th under the foreign-qualification equivalency section. Look for:

  • Equivalent Qualification Application Form — available in English
  • Power of Attorney — only if someone else will submit on your behalf

6. The 6-Step Process

Submit your application

Submit in person or by mail with all required documents.

Completeness check

MHESI reviews your documents. If anything is missing, you will be notified and have 15 -60 working days to provide it. Failure to respond results in your application being returned.

Accreditation verification

MHESI checks whether your institution and program were accredited during your study period. If records cannot be found, external agencies may be contacted — this can extend the timeline significantly.

4
Sub-committee review (if needed)

If your program/institution has not been reviewed before, a sub-committee evaluates it against 9 criteria: program structure, prior education required, education system, admission requirements, credits, study duration, courses, assessment criteria, and other conditions. Note: PhD applications always go to committee.

Result letter prepared

MHESI drafts the official result letter and submits it for the Director's signature.

Result letter delivered

Collected in person or mailed to the address you provided on your application form.

7. Processing Times

Time spent waiting for you to provide additional documents is not counted against MHESI's processing timeline.

8. Fees

This service is free of charge. The only exception is if a third-party organization charges its own fee to provide verification data at MHESI's request — in such cases, the applicant is responsible for that fee directly.

9. Receiving and Safeguarding Your Result Letter

MHESI issues this result letter only once. Keep your original safe — you are likely to need it again.

Lost or damaged? You may request a copy only if you are the original recipient AND it has been less than 5 years since you received it. Download the request form from www.dqe.mhesi.go.th and attach a copy of your ID card or passport.

10. Common Mistakes to Avoid

  • Forgetting to include prior qualification documents (e.g., submitting only Master's documents without Bachelor's degree and transcript)
  • Using one form for more than one qualification — one application covers one qualification only
  • Submitting photocopies without the wet-ink "certified true copy" signature on every page
  • Missing passport pages — all entry/exit stamps for the entire study period must be included
  • Submitting translations without an official certification stamp
  • Missing the 15-working-day deadline when MHESI requests additional documents — this ends your application
